Commanded by Brig. Gen. Troy M. Denomy, Capability Program Executive Ground (CPE Ground) delivers 186 programs of record and 253 products and non-programs of record, such as essential capabilities from body armor, helmets, sensors and lasers to legacy weapons systems. CPE Ground has four Program Manager (PM) Offices and one Project Director. They are: PM Organizational Clothing and Individual Equipment / Personal Protective Equipment, PM Maneuver Medical Systems, PM Mobile Brigade Combat Team (MBCT) PM MBCT Lethality, PM MBCT Enablers, Assistant Capability Program Executive, PM Abrams, PM XM30, PM MAV, and PM Stryker.
CPE Ground represents a transformational shift in how the Army designs, delivers, and fields combat power. Established as part of the Army’s most significant acquisition reform in decades, CPE Ground unifies the platforms Soldiers fight from with the systems they wear, carry, and employ, creating a single, integrated enterprise focused on the squad as the Army’s foundational combat system.
A New Model: The Squad as a System
CPE Ground is built on a simple but transformative idea: combat effectiveness is no longer defined by individual systems, but by how those systems operate together as an integrated whole.
By bringing together the legacy strengths of Soldier Systems and Combat Platforms, CPE Ground eliminates the seams that once existed between mounted and dismounted formations. This integration enables the Army to design and deliver capabilities at the squad level, where decisive action occurs.
Through initiatives like the Adaptive Squad Architecture, CPE Ground is advancing a unified framework that:
- Integrates weapons, protection, mobility, power, and data into a cohesive system
- Optimizes size, weight, and power across the squad
- Enhances situational awareness and decision making at the point of contact
- Enables rapid, scalable modernization aligned to operational needs
The result is a force that is not only better equipped, but better connected, more agile, and more lethal.
Built on Proven Legacies
CPE Ground stands on the foundation of two of the Army’s most impactful acquisition organizations: Program Executive Office Soldier and Program Executive Office Ground Combat Systems.
For decades, these organizations have independently delivered world-class capabilities, from advanced body armor and night-vision systems to the Army’s most dominant combat vehicles. Their contributions were instrumental across the full spectrum of operations, from sustained combat in Iraq and Afghanistan to global deterrence and humanitarian missions.
Today, those legacies are unified under one command, combining deep expertise in Soldier-borne systems and platform-based capabilities into a single, mission-focused enterprise.
Delivering Combat Power at the Speed of Relevance
CPE Ground is designed to move faster, think broader, and deliver smarter. By aligning requirements, acquisition, and integration within one organization, CPE Ground accelerates the delivery of capabilities that are not only effective but also intuitive and sustainable for the Soldiers who depend on them.
The portfolio includes many of the Army’s most critical modernization efforts, including:
- Next-generation combat vehicles and armored platforms
- Advanced individual and crew-served weapons systems
- Integrated protection and survivability solutions
- Soldier-worn technologies and mission command systems
Every capability is developed and delivered with a singular focus: ensuring overmatch against current and emerging threats.
Our Purpose
CPE Ground exists to ensure that Soldiers never fight alone as isolated systems, but as part of a fully integrated combat formation.
By uniting platforms and Soldiers into a cohesive, interoperable system, CPE Ground delivers decisive advantage where it matters most, at the squad level, at the point of contact, and in the moments that define victory.
We equip the formation. We integrate the force. We enable Soldiers to fight, survive, and win.
